According to the Commission, the Elon Musk X investigation focuses on how risks increased after the deployment of Grok. Grok is the AI chatbot integrated into X. Authorities are reviewing whether safeguards were in place before the rollout.
The EU specifically highlighted AI-generated sexual content involving manipulated images. These include deepfake images of women and children. Regulators warned that such content causes serious harm and violates fundamental rights.
Officials stated that these risks appear to have materialized. As a result, EU citizens may have been exposed to illegal content. This directly challenges X’s obligations under the Digital Services Act.
In addition, the Commission is expanding a separate investigation launched in 2023. That case examines X’s recommendation algorithm. It also reviews tools designed to limit the spread of illegal material.
Independent testing raised further concerns. Journalists found that Grok could still generate explicit images. This reportedly included undressed images of individuals. These findings contradicted earlier claims by X. The investigation also arrives during heightened political tension. Europe is already under pressure from the United States over its regulation of tech companies. At the same time, Elon Musk remains highly vocal on X.
After receiving a major fine, Musk sharply criticized the EU. His comments intensified public debate around regulation and free speech. However, regulators insist user safety remains the priority.
